What kind of animal (has to be small) digs under the driveway?

Could be some kind of bug. I'd set up a game camera. They work great for things like this, and you could conceal it where no one would know.

Chipmunks here. We have so many squirrels and chipmunks foxes are starting to outnumber dogs in our neighborhood.

Cicadae killers are the most common cause of yard holes where I live. You might try pouring some water in the hole and see if anything runs out.
