What kind of animal (has to be small) digs under the driveway? (lizards, snakes)

The driveway is concrete and whatever it is, it kicks the rocks and dirt away at the side to burrow under the driveway. It's not a very big hole so it must be small. I have never seen anything except lizards around that area, so what is trying to get under my drive? I hope it's not a snake. I don't think that can dig, can they?
Snakes can and will nest under driveways. Sorry to be the bearer of bad news.
Snakes still need somebody else to dig the holes under the driveway for them. They can't do it theirselves.
