I have lived in houses and had acreage in Oklahoma that had bar ditches complete with culverts so you could get down your driveway. There were no restrictions on how to use the water in the ditch at the houses or acreage where I lived in various places in Oklahoma.

We did divert one ditch to supplement water in a pond as needed but that was the only reuse of ditch water. To be honest our main thought when the heavy rains came was holy crap I hope the culvert doesn’t wash out or get blocked.

Please note the Osage Tribe has mineral right for Osage County, Oklahoma. There are current court battles over Osage County water rights.

When I lived in Phoenix AZ, in the 1960s, it had ditches along North Central Ave that flooded and allowed people to water their yards. I don’t know if they still do this.*

*I just googled it, and they do still do this.
