I have had Primroses blooming on my porch since around January. I planted the seeds in June, 2023.
This is the second year I have had good luck doing this. But the first time I planted them outside when the weather got too hot and they never came back.

Now these new ones are still blooming some but I can tell they are starting to look distressed. I know I have to transplant them and I would like some advice on planting them outside successfully so that they will come back and when they should come back.

In cool climates with at least partial shade they may bloom through the summer, but in sun most will stop and look sad by May or June. Like most people we treat them like annuals, mulch them and replace with Impatiens or other annuals in early May. We always considered them too inexpensive to bother saving for the next year. You did well to grow them from seed and get a second year out of yours.
