Remove the bark - completely - put some fertilizer into the stump’s holes, put some grass clipping combined with a bit of old leaves combo - cover with the layer of soil and pee/water on it - that’s the natural way.

Your stump got dry over the winter (like a firewood )- moisture is the key to decomposition - luckily you will have heat over the summer - just add moisture and a microbial inoculant - compost/good loam, etc
Moisture isn't a problem here. From December 1 to March 31 I got 17 inches of rain. It was basically raining every other day in winter.

I didn't want to add anything to see how long it takes to decompose but I may now. Cherry takes forever vs Maple for sure. I'm just impressed to see it growing new shoots from the base.

I got tired of cutting all the new bottom growth from the Cherry tree stump so decided to use this

I dont want to wait. Its granules you put into the holes with hot water.

Anxious to see if you have better results than I did with that. We tried Holes with Kerosene and burning it, took an ax to it and finally drilled holes and added those. I wound up getting a tree company to grind the stump of the crepe myrtle and I still get the little offshoots, although not nearly as bad as they were.

When we bought our house we cut down the 40' mimosa tree in the back. It took many years before that stump died. We tried everything. We drilled it, cut it, poisoned it. We started using it as our fire pit. Still didn't kill it. Last year was the first year it didn't grow shoots. This year finally some pieces are breaking off. 15 years later.
