Hi - i have a balcony planter box that you hang on the rail. The arms that hang on the rails of the balcony are too long. I cannot figure out how to adjust them to make them narrower.. they are sticking all the way out.

I removed the pins that you are supposed to remove when adjusting, but the arms wont move. What am i doing wrong? I'm guessing Im supposed to slide them back and forth to adjust the length of how far they extend, and its stuck.
