Adjust it. Spraying solvents at it probably won't do anything. Learn how the carburetor works and how to adjust it. At this point in history there have to be dozens of You Tuba videos.
Don't know if this will help, but my Honda self-propelled push mower was doing the same thing a few years ago. Engine was running/revving fast, eating gas, etc. My husband figured out that the governor spring had fallen off and was nowhere to be found. The model Honda I had at the time left the governor spring in a vulnerable place, easily displaced by underbrush. Once we put a new governor spring on, the problem was solved. My new Honda mower has a plastic shield around the spring, so it is much less likely to disappear.
I'll check on the spring. Carb spray did not help. With it running near cutoff I tried to move any of the parts around the linkages and no luck. It does give us a fast cut and runs great for a yard sale dollar item.
