No, it's not. Bald Cypress has alternating leaves. That tree in the OP is a Dawn Redwood.
Well the Bald Cypress came from the head of the local cooperative extension who said they were planted close to the rivers berm for a specific reason. Could he possibly be mistaken?

Clearly he can. Bald Cypress leaves are always alternating. Your picture shows opposing growth leaves - which indicates a Dawn Redwood. And honestly, the leaves look different - thicker, prettier (to me). I'm surprised that a supposed expert would not know the difference in these two trees. The leaves are actually pretty easy to distinguish - but I have had a Dawn Redwood (it died unfortunately ) and I love them - I always think they are a much prettier tree. Here is a good video on the two trees. Watch it, and you'll never mistake the two again. (You might show it to your local expert too. )
Looks like a Dawn Redwood. (And it is not an evergreen either.)
You were exactly correct, the tree is a Dawn Redwood and Hemlock who was the first to respond to my question, did say it was a Redwood.
