Chinch bugs? (insect, pets, dogs, natural)

Quick question from a newbie gardener (we've always lived in apartments before):

What's the best way to kill chinch bugs? Preferably a semi-safe way that will be quickly absorbed into the ground without interfering with our pets. We've got two indoor dogs, but they go outside to play/potty.

Any insecticides you know of that will be less potent after a couple hours? Or more natural methods that will work?

Use a bifintherin product to do the job. It is one of the few that work in my area FL. It does break down quickly in sun light and heat. Common name talstar. Always best to use a professional.
