Clema'tide Arbustiva

Has anyone grown this ? The flowers shown on info. card are a med purple, but looks nothing like a regular vine clematis
Ours is going on 2 years old, and is still very tiny. Suppose to reach 30-36" high...24-36" wide

Any advice ?
