Cattails in yard. (northern, planting, water, live)

I live in northern il. We don't have any bodies of water close. I would like to have about a 2-3 foot wide clump of cattails as a backdrop for a garden. What size container could I sink to maintain the water needed and how deep to assure it will come back the following year? How hard would they be to maintain them?
