Probably soil and light. Radishes like full sun. They'll take some shade just like a lot of other vegetables but shady isn't good. All top growth could indicate too much nitrogen in the soil. They don't need much.
Here's a thought. Since radish is a cool weather crop, why don't you plant again in that soil in late summer. The crop of radish greens will have removed some of the nitrogen.
