i had a cobweb looking thing that covered my tree. i took a sample branch/twig to cornelius and they said that it was ok whatever it was. just get a twig/limb and take it to a good nursery and they can diagnose what it is.
I can't view your attachment for some reason, but have you checked to see if it is a tent catepillar? We sometimes get them on our trees (oaks). Is League City the one in TX? We used to live over by NASA back in the 90s.
