That was our belief for years. And for years we fought a losing battle to these little bastards. So I threw up my hands and put up a trap. They worked great and the beatles are rarely seen on my grapes.
I put them up also. We back up to woods, so I placed the traps there, far away from the house. The traps do help if you can place them far enough away from everything you are trying to protect.
We followed the directions and put them about 50 feet from the plants we were trying to protect, as it turns out that measured to the edge of woods at our place too. As I said works great, we've caught a ton so far.
Japanese beetles are grubs in your lawn in the fall. The best way to deal with them is to spray for grubs in the fall. Maybe you can do up a flyer about them and distribute to your neighbors. Two bonus points, one a better lawn and Two better shrubs when the adults start in.

getting rid of the grubs also helps control the armadillos if you have them. We have more than our share here in NWA.
I put out milky spores this year so well see if there is an improvement next year. I have also used traps and have purchased neem oil to apply to the leaves, but haven't used it yet.

As cold as the past couple winters have been I'm sort of surprised you have any, or very many, this year. I haven't seen one yet down here.
