What are some cheap plants for full sun, and just rain for watering? Also fast grow would be nice. Evergreen would be nice.

Can you be more specific? Which region are you in? Are in the southwest where rain doesn't happen often? Or are you in the Pacific northwest where it rains all the time? Each region has their own drought tolerant plants and that makes a big difference when it comes to advice.

I would go with Zinnas. A favorite for xeriscaping, these will perform equally well in the arrid southwest and the humid/hot southeast. You will find packets of Zinna seeds as low as $0.29 in dollar stores. Zinnias also give you an end product that far exceeds its cost. In fact, the less water the better blooms you will get. Let me know how it goes.

I love black-eyed Susans (Rudbeckia) You canpick up a pack of seeds and because they reseed you wil never have to buy more seeds

A lot depends on what part of the country you are in, the amount of rainfall, etc......

Wow, really? I haven't found that to be the case in my yard. My zinnias have always required a good bit of water. Wonder why the difference.

Yeah lost me on the low water for zinnias. And I rarely saw them in AZ, FWIW.

Why no petunias? Hardy as they come, cheap and very colorful.
