I use GEDMAtch to find relatives, but lowering the threshold down to 3.0 or lower does that even count? Is it worth digging up people that low because when I do I am restated to a lot of people.

No 3cM is useless for finding relatives focus on 11cM or larger at this level 95% of the matches are within a genealogical time frame. Disregard anything lower than 7cM if you are looking for matches within a genealogical time frame. At the 5cM level I match a Bronze age archaic DNA sample and one from the Neolithic period.

About 80-86% of matches under 5 cM are false positives.
