My local library has a copy of Madison County, Georgia, Abstracts of Wills, 1813-1922 by Fred Warren McGee. I am going there tomorrow anyway to return some books and can check it for you.
Thank you greatly When Ancestry added the right era of Guardianship records I was so excited, unfortunately the wall remains.
I will add that all of the wills of Madison Co., GA have been transcribed here: Wills
Amazingly fortunate, unfortunately none of my Madison Co. GA ancestors have wills or are mentioned there lol, it's possible the transcribers missed some however.
Unfortunately I was not able to find much. The Will Abstracts contain no mentions of any Coopers in 1828; the only Cooper was much later than that.
The library did have an index for Probate records with a James Cooper at H-5, 115, 154. No date for that, so I do not know if that is your James or not. You could contact the Probate office and see if someone would be willing to take a quick peek for you.

I e-mailed the gamadison e-mail list asking if anyone knew what h-5 stood for and apparently it's:
Minutes of the Inferior Court -for County Purposes - Book A 1812-1824
The court minutes are some of the few books not digitized on ancestry... but if that's right then that James Cooper must be the one I'm looking for since he was the only James Cooper there at that time. Of course that lands a bit early for his death, but any trace of him will be valuable.
