This might be your best solution.

A minister in California, who is a distant cousin through one of my g-g-g grandmothers from the early 1800s, set up a website like this. It actually works. He has been working on that family's tree for about 30 years along with about 20 other relatives from across the country. They have about 70,000 people in the tree.

I discovered the tree through a google search. I was amazed when I found my grandparents in it. I have contacted this man through the years to help him update the tree.

Not for free, not without a catch (like being crowd sourced). I've heard good things about Tribalpages.com - they do offer some stuff for free but depending on how much space you need, you may need to pay.

Alternatively, you could create a blog for free, but it's not ideal for hosting a family tree. There's also google sites, which allows you to create a simple website for free where you can host files like charts and reports from your tree.

Most of these suggestions posted here to me sound like good ideas.

Your own website is probably the best option, but if your own technical knowledge is limited, look into what has been mentioned already. You also would have the most control with your own information.

I know you mentioned being on a budget. The problem with free webhosting is that it can go away in the future if you are not paying for it. Many free web hosting companies just change over time or want its free users to charge you to keep the content online.

Familysearch.org is probably the best route for what you have in mind. It is easy to create trees on FamilySearch and anyone can access the info without cost in 2018.

FindAGrave.com is perhaps the 2nd best option. People there upload photos of relatives quite often and for free. I think creating family trees is a bit more difficult with FindAGrave.

Everyone is focusing on genealogy sources. What about simple cloud storage solution like Dropbox or Google Docs? Just upload the files (free up to a certain amount of gigabytes) and share the link with family.

Keep in mind that electronic storage may not last long, especially online. Media formats change. So for archival purposes, think paper - archival paper. Also think about archival printing, especially if you're printing color - dye and pigment printing are two very different things, and color prints (or slides) from the film era are especially evanescent.
