Also what I like about DC is that it is very central on the East Coast. Driving, 5 hours to NYC, 8 hours to Atlanta, 6 ish hours to the Carolinas. You could also get to those places by inexpensive and quick train or plane rides.

Default Traffic in Washington, D.C. and in Atlanta

I spent some time in both places in 2006 and I found the traffic absolutely horrible, just nightmarish. I was shocked, and I live in Los Angeles. One can often work around this by finding a job and a place to live whose locations avoid the worst of the problems; that way one is not in a nerve-wracking commute every single workday.

Traffic, in itself, is not a reason not to move to a place, but you should be aware of it ahead of time.
