I heard they sometimes don't allow certain people with an infraction in their criminal backgrounds. But what exactly disqualifies a person from crossing the border? Is there a website with details?

In 1980 our company had about 35% of it's employees deemed untrustworthy and the guard told them that, at the border crossing. And they were denied access.
I got a lot of work out of it. I didn't have any criminal record and most the guys not allowed had a misdemeanor for pot possession (usually a joint or bag in high school).
I don't know about now though.

It depends on the infraction and, in some cases, the location and temperament of the Canadian customs officials at the port of entry. Had one driver denied entry two years ago because he robbed a store in 1972 when he was 17 yrs-old. interesting synopsis, Safety and Security - Admissibility.
Read a not so recent article that said DUI/DWIs from other countries are are all considered felonies in CA, and having on ones record will prevent them from driving forever in CA.
Some misdemeanors may be exempted by a bond posted, ~$300 IIRC.
Also, dont try to bring in a CB radio unless its been properly disabled.

Not sure how up to date this info is.
