@ Frank.Thanks for all your help, guess I'll continue looking and if nothing else comes up I'll be moving to Peachtree city, no age restrictions there and 90 miles of golf cart paths
The issue is, if you can't drive, why do you think that you are "okay" to drive a golf cart? It is a danger to others if you are visually impaired, and fool yourself into thinking you are fine to drive a golf cart, because it is still "legal".

For whatever it's worth that project in Indy is a pedestrian and bike path network in the downtown area. I really don't see how there's any connection between that and someone looking for golf cart communities!!
thank you for this post and the replies, esp Frank. I am also in my thirites, female, love to have walkable , car free live, but also like the amenities of a gated community. I am starting to think that they will be more under 55 communities for people like us, my parents live on a golf community in NJ and i am jealous because they have all their social activities and friends all around, no traffic. I love being active, so having pool, tennis clubhouse where i live is key. I want to be open to all areas of country too since my line of work in in hospitality. I am looking into south carolina and east coast florida. I tried naples and did NOT like it at all, everyone was over 55 and it was very very fake and very unhealthy. Nobody walks there, but are incredibly consumed with plastic surgery and cars. I like sport people. Keep posting. i will seek out these kinds of places, let me know what you find
