In regards to your car, you are supposed to change your driver's license to your state of residence. The DMV does not forward licenses and vehicle paperwork to addresses out of state (I'm sort of dealing with this now in that my car was totaled in FL and I'm in PA; the plate on the car was FL...but I need to get a duplicate title, and it's not easy!). The plate and insurance will need to follow; in that most car insurance companies do not insure cars where the plate is from a different state than the policy holder's driver's license. Car insurance rates are determined by the location where the car is garaged; so that can vary (don't know if the average PA rate is less than the average OH rate). One extra expense you'll have to factor in is that PA has yearly vehicle inspections that you must pay for in order to renew your registration. I don't think OH has that.
I'm not sure about the health insurance question. Is the health insurance provided by your employer? If so, contact the benefits coordinator to find out what will affect your coverage (because health insurance plans and particulars vary greatly).
