Well, if you drive it over 55 MPH and have an accident, there's a liability issue. It's about how much risk you're willing to assume.

Is this a serious question?

As an FYI, at 55 mph the tires turn the same revolutions regardless of wind speed.

But again, is this a serious questions?

It depends on the terminal airstream velocity of an unladen swallow.
