looking to relocate - single and 40 (low crime, chapel, neighborhoods)

Currently live in Portland, OR, and looking to relocate -- any suggestions? Originally from the south (do NOT like the heat). I got my masters in ann arbor, mi and spent some time in chicago as well -- now out west. I desperately miss the four seasons (esp the sun and snow)... I'm 40 and single (female) and am interested in maybe moving back to midwest?? (but open to other areas) want a city not too big, not too small, reasonable cost of living, LOW crime, outdoor stuff- beautiful scenery, progressive but small town feel. laid back and open minded people. currently work in healthcare. I'm "used" to living in the burbs outside of a city, college towns are good too. I've been doing some research but continue to be unsure.... any guidance would be helpful..

How about Chapel Hill, NC? It doesn't get much snow but you can get to the mountains (Blue Ridge) within three hours. Otherwise it has a mild four season climate (about an even three months of each season), is the quintessential college town (U of North Carolina), has a reasonable cost of living, quick access to "bigger city" amenities in nearby Raleigh-Durham, progressive politics, a diverse population from all over, laidback-friendly people and a substantial medical community with UNC Hospitals and nearby Duke University Medical Center.
Syracuse might work, as some parts of the city are better than others and the suburbs are fine generally across the board in terms of safety. You might like DeWitt, which is an Eastern suburb that is close to LeMoyne College and Syracuse University, in which both are located on the city's East Side. Fayetteville or Manlius are also East Side suburbs that you might like. Eastside urban neighborhoods like Westcott, Outer Comstock, Salt Springs, University, University Hill and Meadowbrook could work for you too.
East Lansing might work, as it is a college town that is next to a bigger city in Lansing.
Places like Knoxville TN, Blacksburg/Roanoke VA area, Morgantown WV(about an hour south of Pittsburgh) and Amherst MA(near Springfield), among others...
Santa Fe, NM and Albuquerque, NM both have the four seasons, great out doors, and everything else you described. It can get a little hot, though. Not crazy hot like Texas or Arizona. Santa Fe tends to be very comfortable in summer. Gets snow in winter. Beautiful in fall. Housing is expensive, though.
I don't think you'll find many cities in the midwest with what many would describe as beautiful scenery. Kansas City and Tulsa are both somewhat pretty, though.
Dubuque, Iowa is beautiful anytime of the year. Nestled inside the driftless area, the city is surrounded by rolling hills and bluffs. The city itself lies on the Mississippi River, and has 4 Colleges/Universities a decent variety of bars and restaurants and some of the best scenery in the Midwest. In the winter you can try your hand at one of the downhill skiing resorts across the river in Illinois. Id take a look into it, you might like what you see.
