Some cities just seem to transform when it’s raining. Any cities put off a good vibe when it’s raining? Here in Phoenix it rarely rains so I can not compare. Would like to hear your thoughts.

Well New Orleans often floods with light rain and that definitely transforms the city.

NYC is transformed in the rain. Cozier, moodier and beautiful in some urban areas and classic parts.

Seattle is pretty nice in the rain. Very different vibe from the dry summers. It rarely rains hard, usually just a gentle drizzle that bounces off the leaves lightly. The trails are also much quieter and tranquil.

Street in Capitol Hill in Seattle. Own photo

Rainy foggy day. Own photo.

Maybe Buffalo, where rain falls in the form of snow.

Yes, rain seems like Seattle's natural state....
it makes the greenery more shiny,
and creates pretty reflections on the streets at night.

IMO, Seattle isn't quite Seattle when it's hot and dry.

At least NYC is one of the easiest cities to find cover in case of rain.

Yeah. I was walking around Alki Beach with a friend a few days ago when it was in the upper 80s and it was like "...this is an objectively nice day, this iced coffee tastes great, tons of people are out... but it doesn't feel like Seattle." I've always figured the city has so many brightly colored houses to give some color when the skies are overcast, so it just looks weird on the uncommon blue-sky days.

I do wish we got warm days with prolonged heavy rain and thunderstorms, like the Midwest in the summer. Being on Queen Anne Hill and not being able to see the skyline, and ducking into a cafe to stop getting drenched, would be a really nice vibe.
