The Census Bureau estimates the census every year, and comes amazingly close. They have access to information about new electrical hookups, phone listings, school enrollments, etc. We could probably have a census every 20 years, and we would still know, within less than 1%, the population of every place on any day. And the official census is probably not accurate by any more than 1%.
Pretty soon, everybody will be using a card with a chip in it for almost everything they do, and it would be a middle-school computer project to set up a system in which a central government agency knows where everybody is at any given time. My credit card company knows where I get gas and what time, every time I go out of town. And even now, privacy protection is laughable.
