Just wondering. I used to travel a lot and never saw this, back East. Seen it all the time in the metro areas on the West Coast. While I haven't done a lot of traveling back East in the last 2 years....I've never have seen this in Atlanta or Nashville, the only 2 places, I've been to back east recently.....is there some truth to this?

I imagine that there are, occasionally, people who are really in dire straits who honestly need it. However, I've read, in Portland, that some of them work in teams and a few of them even have regular jobs, and use that to supplement income. That spoils it for the sincere people...
Here in Denver, it's a revolving door of seemingly "former middle-class people fallen on hard times" at I-25 N at Hampden Ave.
In Riverside, CA at the CA-91 E exit for Tyler St, it's everybody from old people to teens begging at the off-ramp, mainly because there's an endless supply of deep-pocketed people heading for the mall.
Spokane, WA has em at the off-ramp leading to downtown.
That covers three different latitudes out west, so it is pretty prominent out here.
