Tahoe itself might be too touristy and expensive, but I think that Minden/Gardnerville could be good choices. Lots of small town charm. Very cute, especially Minden. Fairly close to Reno, and not a bad drive to Sacramento. Definite four seasons, not a whole lot of humidity. Very close to the lake.

Northern Nevada is still quite close to the Pacific NW, so it should be okay for the OP.

There are 1900+ sq ft houses available for less than $300,000 with underground utilities nearby high schools and shopping. 40 min from Lake Tahoe and 1 hour to Reno. County Road is a main street between two highways. Google it.
