Top U.S. states:

* California (Everything)
* New York (Because of NYC/Long Island)
* New Jersey (Blue law/Jersey Shore/Close to NYC/Wealthy)

Top 1 Canadian province:

* Quebec (Because it's French speaking & has Montreal)
