What small metro areas have international airports (costs, authority)

Syracuse has one daily flight by Air Canada to Toronto. Its a short hop, but you need a passport nonetheless. Syracuse metro is 732,000 people.
For the most impressive small metro area, I would give that award to Honolulu. Honolulu metro has 909,000 people but it has a HUGE airport for the size of the metro area. Honolulu International Airport ranks as the 25th most busy airport in the United States and has several international flights. Some of the city's airports Honolulu is more busy than include Cleveland, San Diego, Washington Reagan, Tampa, Portland, Sacramento, Raleigh, St. Louis, Kansas City, Cincinnati, and many many more. All of these metro areas are a lot bigger than Honolulu.

-Air New Zealand to Auckland
-Air Pacific to Nadi
-All Nippon to Tokyo
-China Airlines to Beijing, Taipei, and Tokyo

-Japan Airlines to Tokyo, Osaka, Nagoya

No airport that serves a population of under 1 million people likely has a lineup of international flights as impressive as Honolulu International Airport. Jumbo jets from around the world are a frequent sight at HNL.

Great point and it makes sense for Honolulu to have quite a few international, non-North American flights due to the makeup of the people and it's location. I wonder if Anchorage's airport is similar in that regard?
Hartford has a pretty good airport for a small metro, 1,188,241. Bradley International Airport, but even though it's in the Hartford metro it also serves the Springfield, MA metro, 698,903. So it serves like 1,900,000 people.
As for where it goes internationally, I'm pretty sure it's just Canada and the Caribbean, but it's still a pretty busy airport nonetheless. It's the second busiest in New England after Boston's Logan, and it was ranked 55th busiest in the US by passengers "emplaned" in 2008.

Anchorage isn't bad for a metro area of 375,000.
Nonstop international flights include Air Canada to Vancouver, China Airlines to Taipei, Condor to Frankfurt, and Swiss Air to Zurich.
Savannah-Hilton Head Airport currently has no international flights, not even to Canada or Latin America/Caribbean.

Yes - I'd daresay that the majority of US airports with the word international in their names do not have any international flights, and won't have them anytime soon - it's just a marketing ploy, basically.
Fairbanks International airport at least looks to offer flights to Germany and Japan. Although those might be limited to certain seasons. As a metro Fairbanks, Alaska is under a 100,000.
Hagatna, Guam looks to have an airport with destinations like Taipei, Okayama, Manila, and Honolulu. The entire population of Guam is less than 200,000.
