Im just saying. Why cant they run a big hose from the sea directly to the reactors and stay blasting them with water till they cool down permanently? Isnt that why it was built right on the ocean in the first place?

because the cores reactors arent whats overheating. The problems are with spent fuel pools outside the containment vessels. These pools have old fuel but it is still very hot and radioactive and it needs to be kept covered with water. The actual nuclear cores partially melted down but no release of radioactive material was observed. the containment did its job.
Also, dont worry about radiation that reaches California. It is a thousand times less than an unhealthy amount. It wont make you sick. Id worry more about the local air quality over there.
