That one you mention for Miami is great for Orlando too, but if people count, I would first change how aggressively people drive in Orlando. Where are you in such a hurry to get to people??? =)

an interstate loop around it, to get easily from north to south and clear up some traffic.

Bury the ubiquitous utility lines city-wide. They are such an eye-sore in most neighborhoods.

There are plenty of nice people in Miami. Every big city has its fair share of idiots, Miami included. But you cannot really change this. Miami without rude people is not Miami.
