VA, TN, and PA have the best combination of criteria you mentioned, IMO. I love all 3 states.

I live in Tennessee too and would obviously agree that this is a great place to live. I couldn’t help but notice though that the states on his list are mostly northern. Tennessee and Virginia are the only 2 southern states on the list and Tennessee is much more southern culturally than Virginia. Does the OP really want to be in the South? If he does then Tennessee is worth a looksee

I'd pick Maryland. For the OP, seems the best fit would be West Virginia.
