so im almost 25 and im thinking of relocating to another state with my fiance from arizona. can anyone recommend a place thats not too hot and has hardly any snake encounters since im freaked out of them and has mostly city but also a lot of nature like forests?

Them too, but OP said "mostly city" so I didn't include them because while they are cities, they aren't particularly major.

Anything in the Pac NW along I-5, the coast, or Spokane/North Idaho will work weather/snake/forest wise.

Check out the Boston metro area. There's plenty of greenspace in the city plus just outside the area you have the Berkshire Mountains and rural areas to the west, the beauty of Vermont and New Hampshire's mountains/parks just to the north and the Atlantic Coast to the east and southeast.
