What towns/cities on East Coast think match the closer to this description:

Near or has a college in city/town
On the ocean or less than 30 mins from the ocean
Has a strong healthcare presence
Good areas to hike
Boardwalk or bike path
Has downtown shopping area and a Green/Center
Low property cost average houses $250K or less

Morristown, NJ is not a suburb, but it is a small city with a city vibe and it is located with all the suburbs. It is away from any city NJ has. However, Morristown is going to be an hour or hour and a half away from the Jersey Shore. Morristown has two colleges nearby. One is a regular college (not a state school) and one is a private Christian college for females only. Morristown has a lot of young people though. Morristown has lots of bars and you do have to be careful with drunk people at night and I heard homeless people hang out there at night too due to its city vibe. Morristown has a couple of hiking/biking areas, but they are they are not large patches of wilderness. Yes, you will have proximity to healthcare. Morristown has a great shopping area and nightlife. I am not sure about cost of living here.

Jacksonville FL would be a great option. It's home to the University of North Florida University of North Florida and Jacksonville University https://www.ju.edu/. It has many great beach communities including Fernandina Beach https://www.fbfl.us/31/Visitors, Neptune Beach City of Neptune Beach, Jacksonville Beach What to Do | City of Jacksonville Beach and Ponte Vedra Beach https://en.wikipedia.org/wiki/Ponte_...Beach,_Florida. Jacksonville is home to the Mayo Clinic https://www.mayoclinic.org/patient-v...-guide/florida, University of Florida Health https://ufhealthjax.org/about/uf-hea...ksonville.aspx , Baptist Medical Center https://www.baptistjax.com/locations...r-jacksonville and St Vincent's https://www.jaxhealth.com/ plus others. You can also get a good bit of house in the area for under 250K.

More rural but Berlin, MD. Also Ocean City, MD. Several other Eastern Shore towns like Cambridge or St. Michael's, although they're on the Chesapeake. Crisfield, MD. Solomon's Island, MD.

I'd also say Annapolis except for the housing price.

Wilmington, NC is supposed to be nice. Don’t know if it meets your other criteria although the idea of a green at the center is a typically New England thing. Morristown NJ has one which may be why potanta suggested it. Lots of nice towns in New Jersey without a green, like Red Bank (although costs in Red Bank and Morristown will be high and NJ has high property taxes too). Savannah, Ga has a dozen or more greens in its famously beautiful and historic center. Why not Williamantic CT? Fairhaven, MA is a nice town right on the water and across the harbor from New Bedford. Don’t know about a green, exactly, but I think good town walking in Fairhaven along the waterfront and definitely in New Bedford. Taunton, MA is a little bit inland, has a center and green and is not too expensive. Reputation on C-D not so good but you could look into it.

Going the other way, Dover NH is a nice college town and might be cheap enough. Concord, NH and Augusta, ME are nice towns (and state capitals for what its worth) not far from salt water. Keene NH is great— nice center, college, hiking to die for (Mt Monadnock right next door), lakes all around, little traffic, but farther than half an hour from the coast.
