I've been to 47 states (not yet to Alaska, North Dakota, Utah) and have driven many extensively. I thought I'd share a list of what I think are some of the most scenic drives in the country.

1) Pacific Coast Highway from Marin County to Mendocino County, California.
2) Hana Highway, Hawaii
3) Rt 101, north of Olympic National Park, Washington
4) Glenwood Canyon along I-70, Colorado
5) Columbia River Highway from Portland to The Dalles, Oregon
6) Rt 2 through the Nebraska Sandhills, Nebraska
7) Rt 15 from Silver City to Gila Cliff Dwellings, New Mexico
8) Rt 1 from Florida City to Key West, Florida
9) Rt 12 from Missoula to Lolo Pass and Nez Perce, Montana-Idaho
10) NF-50 from St Maries to Avery Idaho, through St Joe River Valley

Honorable mention:

11) I-87 through the Adirondacks, New York
12) Birch Highway through Sedona, Arizona
13) I-93 through Franconia Notch, New Hampshire
14) Rt 14 approaching Devils Tower, Wyoming
15) Flatbrookville Road from Stokes St Forest to Del Water Gap, New Jersey

Only two stand out in my mind:

1) Going to the Sun Highway - Glacier Nat'l Park, Montana
2.) Beartooth Highway - Wyoming, Montana

But the most beautiful drive of all has to be the Icefields Parkway from Banff to Jasper in Alberta, Canada.

Just drove the Beartooth in June...amazing!
How about the roads in the San Juans of CO?? We drove a lot of 4wd roads...Last Dollar Road outside Telluride is great.
Also Geyser Pass Road in the LaSals...across from Canyonlands by Moab, Utah.

Definitely. Although probably not THE most scenic of all mentioned, the Ouachita Mountains of SE Oklahoma and Western Arkansas provides a backdrop for the Talimena Scenic Drive; 54 miles of beautiful scenery. It was designated as a National Scenic Byway in 2005.

Trail Ridge Road, Colorado
Snowy Range Road, Wyoming
Beartooth Highway, Wyoming/Montana
Going-To-The-Sun Road, Montana

As you can tell, I love the Rockies.

Lake Shore Drive and the Santa Monica portion of the PCH. New York Thruway is beautiful also (but be prepared for the tolls). The Kansas Turnpike's rolling hills between Wichita and Emporia (watch for El Dorado Lake). Peoria's mountain roads have stunning views. The Shoreway is acceptable. Southern OK hills are spectacular.
