Why would 4 seasons be a criteria? Every city has 4 season If you're talking about extremities, people move to certain parts of the country to avoid that.

Chicago has been described as the most American of cities. It offers a solid mix of something for everyone. All races, ethnicities, religions, cultures, collars, professions.

You can find virtually every type of person in Chicago. It is a mix of East Coast, West Coast, Midwest, and Southern. It is a link between the Old World (East Coast) and the new America (West Coast).

It was a marketing term coined by a politician. San Diego is a darn fine place, how ever calling it a city is too big of a stretch.

Boston fits every one of those criteria except low cost of living. But you gotta pay a lot for great things!
