I've only been to a limited amount, but I think it's an interesting question to ponder.
I've been to Six Flags New England in Massachusetts, Walt Disney World/Universal/SeaWorld/Busch Gardens (Africa) in Florida, Dollywood in Tennessee, Six Flags Great Adventure in New Jersey, Busch Gardens (Europe) and King's Dominion in Virginia, Hershey Park and Dorney Park in Pennsylvania, and Lake Compounce in Connecticut.
I would say my favorite parks to date have been Busch Gardens Europe in Virginia (Great scenery, fantastic rides), WDW in Florida (Sure it's overhyped, but it does have something for everyone and some of the best rides and shows anywhere), and Dollywood in Tennessee (With a few exceptions, the rides can't compare to the previously mentioned two, but the atmosphere, music/shows, and food is excellent; more a park for adults).
Orlando hands down for the sheer number of parks and attractions.
4 parks at Disney, 2 water parks, 3 parks at Universal, A park, special attraction area(Discovery Cove) and Water Park at Sea World, and Busch Gardens in Tampa is about 90 minutes away. The only weakness Orlando may have IMO is a lot of Six Flags parks may have better rides for adrenaline junkies, for Islands of Adventure is not bad at all in that regard either.
Ohio is home of my favorite park. Florida would be #2 IMO, simply because of volume. I love the atmosphere of Busch Gardens in Virginia, but it would need a few more awesome rollercoasters to put it ahead of Cedar Point.
