Actually, I saw a news report about gangs in VT. Portland ME actually has some rough spots according to some Mainers. Rapid City SD's Northside has some iffy areas according to posters on C-D. So, even the major cities in the non-stereotypical states have rough areas, relatively and groups like the Hells Angels, the KKK and other hate groups can be viewed as gangs as well. Some are more organized than others.

Look up the demographics of each state on wikipedia and you will see that the states with the highest white population percentage and lowest black and latino/hispanic also have the lowest crime rates. When I moved here to Columbia SC in 1992 it was really safe and one of the best cities to bring up a family. Now we have a bad gang problem, students from the University of SC attacked at night by roving gangs, drugs and drive by shootings. i look at the change in demographics and it is clear the reason for the change.

I think you should use cities or towns instead of states.

I like my city because it has a pretty much zero tolerance policy on gangs and you wont find one anywhere.
As for the state, well New Orleans and Baton Rouge is here so gangs are still a problem. Lafayette though, totally clean.
