I think Virginia Beach would be good for you. It's larger than your preferred range (about 440,000 pop. or so), but it does have the nightlife, warmer climate, and the high percentage of white people. However, VB and Chesapeake are the only cities in the Hampton Roads metro with such a dominant white population. The other 5 cities (Norfolk, Portsmouth, Newport News, Hampton, and Suffolk) are closer to half white and half black.
