Not really Seattle has a much larger retail base downtown than Philly or DC. And Seattle's downtown population is growing fast almost caught up to Philly at 100,000 . Washington DC I could see but Philly seems to need to improve in retail sector.
Downtown New York is not all of Manhattan, not by a long shot. It's quite litterally, down at the lower end of the island (as opposed to uptown, which is heading up toward the Northern end). I'm not sure where others would cut it off, but probably only bellow the 20s would be downtown.
Obviously we are talking about CBDs, not literally what is "downtown" in NYC (which is south of 14th Street officially). The usage of the term "downtown" in NYC has no relationship with this thread, which is talking about city centers.
Similarly, Philly would technically not have a downtown if we used your rationale. Their CBD is called City Center. Or Charlotte would not have a downtown. Their CBD is called Uptown.
The "downtown" in NYC, for the purposes of this thread, would be Manhattan, or if you just want the commercial core, 60th Street southwards to the Battery, of if you want to be super-specific, the general Midtown area.
i also believe Winston-Salem has at best the 3rd best downtown in NC, behind Wilmington and Asheville,
Oh, and I have been to San Antonio, and putting them as the best city in Texas is just weird.
What exactly is likeable about Ashevilles downtown? I think people like to say good things about Asheville just because its somewhat trendy to do so. I find Asheville as a whole and downtown specifically to be extremely boring. I have walked around that little downtown in the middle of the afternoon during the work week and found the streets and sidewalks to be nearly empty. At night the traffic picks up a little but compared to other Downtowns even Downtowns of similar size such as Greenville SC and Wilmington NC which you did give credit to, Asheville just doesnt stack up.
