Around Cape Cod in Massachusetts would be better because it can be as mild as Atlanta with a nice 4 seasonal year. Plus the snow storm is not so much of a real snow storm but rain. Should look into it, you may love the New England town feel and not so far from Boston (although you can be farther away if you like) plus near beaches that is so beautiful like the Island of Martha Vineyard.

Great landscaping all around the area. Quiet communities. Great hospitals, not to mention near Baltimore where John's Hopkins is located. Easy access to Annapolis, MD on the Chesapeake Bay.

Weather almost the same as anywhere from Columbia, MD down to Atlanta...
Low crime.

Toms River Township / Brick Township NJ fits all of these criteria. Brick always comes up in the top 5 safest places in NJ. I wouldn't leave my house unlocked anywhere, but its pretty safe there. Lots of places to shop, including a mall. Very close to the ocean. Snows about 25" - 30" a year. Its also the center of several nearby 55+ communities so healthcare is really big there.
I think it meets most of your criteria, except that it's not near the coast of a large body of water. It's actually surrounded by mountains as it's smack in the middle of Appalachia.
Sad, but true.

I also like the idea of being within a few hours of a beach (although I'd prefer 30-45 minutes!), and even moreso Wilmington.

I have a good friend from Fairfax, VA I would not be in that area for schooling... because of different story she told me when she was in high school... just incase your child are in High School.
Elizabeth City, NC would be nice because I been there and it has a nice town feel to it and very peaceful.
What about Dover or Newark DE? If not those two, there are some other communities in Delaware that may work.
Dover and Newark are good suggestions, with the edge to Newark, in my book. I note the OP dismissed Salisbury, MD, but there are many great small towns on Maryland's Eastern Shore that seem to offer what the OP seeks, while being just a hop, skip and jump from Annapolis and Baltimore across the bay. Take a look at Easton. If you are willing to be a bit further from a big city (~2 hours to Philly or Baltimore), Lewes, DE oozes charm, is situated where the Delaware Bay meets the Atlantic, and has a well-regarded school system and hospital complex.

May want to look at Chesapeake or Virginia Beach in Virginia. Don't be fooled by their population they feel much smaller than they actually are. Has a lot of your criteria.

Very interesting on Fairfax, VA as far as HS. It is supposed to be the best school system in the country. I think it is overrated but never thought anyone would not want to send their kid there.
I have some knowledge of Elizabeth City, NC from my years in SE Virginia. Not a good place.
