I tend to take I-295 once I cross into NJ from DE. It's free and it's almost empty, since everyone takes the turnpike instead. If I am headed up to NY, I usually take 295 up to I think Bordentown and then get on at NJ Turnpike exit #7.

It's "empty" so long as you're not traveling during rush hour. As I think someone mentioned above, the 295/42 interchange can be a bear during commuting periods, and I've been in long backups there before. I sometimes take 295, but if I think there's a chance of hitting major traffic, I'll just continue down the Tpk. I usually tune into NJ101.5 and listen for Jill Myra to tell me about "New Jersey Traffic South" and make a decision accordingly.
The wiki page says this whole process will cost $650 million. Is that cheaper than just upgrading the portion of the NJ Turnpike that's not qualified to be an interstate route right now (between exits 1 and either 4 or 6 not sure).

I think the Federal Govt has mandated the 95 go through PA, that route would bypass PA altogther but the screwyness of all this lies back with Federal Funding and politics. Regardless people will take the quickest route typically to get where they are going.
I enjoy I-95 through Wilmington, Chester, Philadelphia; as compared to NJT. The turnpike is so dull you could fall asleep. I-95 is the opposite--factories, billboards, stadiums, rowhouse neighborhoods-- you name it. The grand tour.

I think he means the part of I-95 that runs on the west side of the Delaware river through Philadelphia City and crossing finally into New Jersey near Trenton.
In contrast, I-295 and the New Jersey Turnpike are both on the east side of the Delaware River all the way.
