Baltimore definitely has a lot of local bars. Though some parts of the suburbs have laws limiting liquor licenses.

Most of the older cities will have an adundance of bars, especially the northern tier cities like NY, Philly, Boston, Chicago, St. Louis, Detroit, Buffalo, Cleveland, Milwaukee etc. At one time, the corner bar was the place men went to socialize after work and on weekends. I can remember seeing a bar on almost every corner in the neighborhoods where I grew up in Brooklyn and Queens. Lot's of German and Irish bars at the time. Many of them aren't there any longer, they've been replaced by coffee shops or other businesses. Even still, there are plenty of bars to choose from.

Not sure if it is still true but I believe it held the honor of most bars per capita at one point.

Am surprised it took as long for a mention of Philly as there is definately a bar culture there

At one point, not too sure about now, more bars/sq. mile than anywhere in the US.
