Primary routes into dc, especially from the wealthy populated areas west of town, are all two lane roads. I moved here from Boston, which had bad traffic, but also more capacity with the xway, Mass Pike, and commuter rail. It also didn't have the population growth the dc area has.
Dc also has an extended rush hour after 9a and 630p when everyone waiting for hov restrictions to lift starts jumping on the highways.
I think the DC area takes the cake. We have some of the worst traffic that only rival LA. However, there are ways to get around the traffic including public transportation and reverse commutes.
I'd day DC is the worst. Going down 95(SB) isn't bad at all until it merges with 495. Once that happend it's a rap. During rush hour, from that point, until the HOV lanes end in NOVA, will take you atleast 4 hours....I've done it a few times. I left Baltimore at 3pm and didn't get to Va Beach until 11pm. I also left Baltimore @ 3pm going to Raleigh and didnt get there until almost midnight.
Atlanta is also bad. That's the only place I've ever sat in traffic in the middle of the night.
Baltimore is get pretty bad also...one saturday it has taken me 2hrs to get into the city, on a saturday...WITH NO ACCIDENTS.
A tie between NYC and DC, but I would give the edge to NYC.
That said, driving from DC to Baltimore takes forever.
