I don't know much about Charlotte and Florida, but I would say Richmond has less traffic than Norfolk. Norfolk may have better night life than Richmond, because of being close to VA Beach, Hampton, etc.. Both cities offer fesitivals and events, so that is actually one of the tougher categories to determine.
I love sea food, so that give Norfolk a one up on Richmond. Richmond has better jobs than Norfolk; Norfolk is more military oriented, Richmond has more fortune 500 opportunities.
As far as education, Richmond has VCU, Virginia Union, and University of Richmond, with Virginia State 30 minutes away in Petersburg. The Norfolk area has ODU, & Norfolk State with Hampton and Christopher Newport close by.
It is more breezy in the Hampton Roads, I guess due to being close to the ocean, so I prefer the weather in Richmond.
Who got the best traffic, food, weather, night life, festivals, ect.. Best place to live.
Traffic: Richmond's traffic is probably the lightest of this bunch since it's the smallest city/metro.
Food: Not too sure about this one. Maybe Norfolk and Tampa since they are coastal. Seafood is plentiful there.
Weather: Depends on what you like, but I'd go with Tampa.
Nightlife: Although Tampa probably has the best nightlife district of the four (Ybor City), I'm tempted to go with Charlotte. Not familiar enough with the nightlife in all four to say for sure though.
Festivals: Not sure.
Best place to live: Depends on what you like/want.
