Just found this one out.

The eastern most part of Texas goes as far east as eastern Des Moines.

The western most part of Minnesota goes as far west as eastern Fort Worth.

Both states have river borders on those respective sides that sprawl quite a bit.

The city peaked in population in 1920 and now has less people than in 1860.

Dubuque, Iowa, and East Dubuque, Illinois, border on each other and both also border on Wisconsin. And Keokuk. Iowa, borders on Illinois and Missouri, giving Iowa three such cities,, with Sioux City, above..

I'm pretty sure that Sioux City is a west of Houston.

Among all US counties, Louisiana's parishes, Alaska’s boroughs, and independent cities, none begin with the letter X. However, there are about a half dozen city, town and community names that begin with X.

Memphis...?

Correct! It's an interesting story as to how/why its population fell so much in the late 60s/early 70s.

The Mississippi River generally flows west to east at New Orleans. However, downtown New Orleans sits west of a bend in the river. And the West Riverside neighborhood lies north of the river.
