If Europe were to shrink its borders, would they consolidate the Netherlands, Belguim, Luxembourg, and Germany simply because the lines drawn look like a good unit on the map?

Oh I'd be really bold. Combine Georgia, both Carolinas, Virginia and Maryland. That would give us an East Coast state both geographically and population-wise about exactly equal to California.

This is a pretty good "fusion" of the states as most of the groupings you've assimilated together share the most cultural affinity. Arkansas might go better with Oklahoma/Texas, however.

I'd combine North-South Dakota, Nebraska-Kansas, Illinois-Indiana-lower Michigan, Minnesota-Iowa-Wisconsin-UP, Tennessee-Kentucky, New England (except New York), Arkansas-Louisiana-Mississippi, North-South Carolina, the Virginias-Maryland-Delaware, Pennsylvania-New Jersey-NYC, Oklahoma-Texas, Alabama-Georgia-Florida, Idaho-Washington-Oregon, Montana-Wyoming, California-Nevada, New Mexico-Arizona, and Utah-Colorado.
