Philadelphia most definitely, at least in that region... When people talk about OLDDD Money...that is what they are talking about. Atlanta has some rich people... Philadelphia has WEALTHY people, some of the richest burbs in the country. I'd imagine the downtown condos are also more pricey in Philadelphia.

Atlanta has a lot of Old money especially in Buckhead where there are tree line mansions from decades ago upwards of $5 million dollars. Atlanta is definitely viewed as a more affluent city in terms of shopping, dining, housing, celeb status, etc.

If you research Atlanta suburbs, you will see that it has some of the wealthiest suburbs in the country such as Duluth, Alpharetta, John's Creek, and Roswell.
I lived in Philly and also one of it's surburbs, Conshohocken. Not really impressed. I also worked in Horsham which was a piece of crap town about 40 min outside center city.
They both have very affluent areas. This is America, there are rich people everywhere.
