Actually the entire region Mid Hudson Valley / Catskill Mountain Region would work.

Sure there are colleges there, but they really do not define their towns

Also very similar to the Hudson Valley area is the Deleware Valley and New Hope

Many small towns in NorCal north of San Francisco (like Bolinas & Willits) would qualify.

Places like Corning, Auburn, Glens Falls, Cooperstown, Rome and Norwich come to mind off the top of my head, but I had the first 3 in mind when I thought of this question.

If you mean offerings like art galleries, small sculpture parks, etc... there are several along Michigans west coast. Pentwater is probably the smallest, but they have several galleries.
